Open Section, March 23-27: 9 rounds, 40/2, SD/30, d10. GM & IM norms possible, FIDE rated. 

Other sections, March 24-27, 25-27 OR 26-27: 7 rounds, 40/2, SD/30 d10 (3-day option, rds. 1-2 G/60 d10; 2-day option, rds. 1-4 G/30 d10).

At the luxurious Philadelphia Marriott Downtown,1201 Market Street, Philadelphia, PA 19107, across the street from the world famous Reading Terminal Market with over 100 food vendors. Prizes $80,000 based on 500 paid entries (seniors, re-entries, GMs, IMs, WGMs count as half entries, U1100 Section as 40% entries), else proportional, minimum $60,000 (75% of each prize) guaranteed. In 7 sections: 

Open: $7000-4000-2000-1000-800-600-500-500-400-400, clear or tiebreak first $200 bonus, FIDE Under 2400/Unr $2000-1000.
Under 2200/Unr: $5000-2500-1200-800-600-500-400-300-300-300. 
Under 2000/Unr: $5000-2500-1200-800-600-500-400-300-300-300, unrated limit $2000. 
Under 1800: $5000-2500-1200-800-600-500-400-300-300-300. 
Under 1600: $4000-2000-1000-700-500-400-300-300-300-300. 
Under 1400: $3000-1500-1000-700-500-400-300-300-300-300. 
Under 1100/Unr: $1000-700-500-400-300-300-200-200-100-100, unrated limit $300. 
Unrated not allowed in Under 1800, Under 1600 or Under 1400 sections. 

Mixed Doubles Bonus Prizes: best male/female combined 2-player “team” score: $1000-500-300-200. In the Open Section, only the first 7 rounds are counted. Team average must be under 2200; teammates may play in different sections; teams must register (no extra fee) before both players begin round 2; prize limits do not apply to mixed doubles.. 

Unofficial uschess.org ratings usually used if otherwise unrated. 

Prize limits: 1) If post-event rating posted 3/22/15-3/22/16 is more than 30 points over section maximum, prize limit $1500. 2) Players with under 26 lifetime games as of March 2016 official list cannot win over $500 in U1100, $1000 in U1400, $1500 U1600, or $2000 U1800. 3) Balance of any limited prize goes to next player(s) in line. 

Open entry fee, for GMs, IMs & WGMs: $125 online at chessaction.com by 3/21, $150 online until 5 pm 3/23 or at site until 6 pm 3/23.

MINIMUM PRIZE GUARANTEES in Open Section, to players who play all 9 games with no byes: US GM $300, foreign GM $600 (limited to first 5 to enter, others $300). foreign IM/WGM $300, foreign FM/WIM $200, foreign FIDE rated $100.

Open entry fee, for players who are not USCF or FIDE rated 2200/over: $355 online at chessaction.com by 1/14, $375 online by 3/21, $400 online until 5 pm 3/23 or at site until 6 pm 3/23.

Open entry fee, for others: $205 online at chessaction.com by 1/14, $225 online by 3/21, $250 online until 5 pm 3/23 or at site until 6 pm 3/23.

U2200 through U1400 Sections entry fee: $205 online at chessaction.com by 1/14, $225 online by 3/21, $250 online until 2 hours before game or at site until 1 hour before game.  Mailed EF: 4-day $214, 3-day $213, 2-day $212 mailed by 1/14, all $20 more mailed by 3/14. U1100/Unr Section entry fee: $75 online at chessaction.com by 3/21, 4-day $84, 3-day $83, 2-day $82 mailed by 3/14, $100 online until 2 hours before game or at site until 1 hour before game. Phoned entry at 406-896-2038 (credit card entry only, no questions): $85 by 3/18.

Entry fee $100 less to seniors 65/over in Open through U1400.

4-day schedule (except Open): Reg. ends Thu 6 pm, rds. Thu 7 pm, Fri 11 am & 6 pm, Sat 11 am & 6 pm, Sun 10 am & 4 pm. 
3-day schedule (except Open): Reg. ends Fri 10 am, rds Fri 11 am, 2:30 pm & 6 pm, Sat 11 am & 6 pm, Sun 10 am & 4 pm. 
2-day schedule (except Open): Reg. ends Sat. 9 am, rds. Sat. 10 am, 12 noon, 2 pm, 3:45 pm & 6 pm, Sun 10 am & 4 pm. 
4-day, 3-day, & 2-day schedules merge & compete for same prizes. 
Byes: Half point byes OK all rounds, limit 3 byes, limit 2 in last 4 rounds, Open Section must commit before rd. 2, other sections before rd. 4. 

Bring sets, boards, clocks if possible- none supplied. 

Hotel rooms: 215-625-2900, however, the hotel may be sold out.  There appear to be nearby hotels listed at hotels.com or expedia.com for about $120-150 per night. Reserve now as there is a convention in town and these may also sell out. If you are willing to drive 4-5 miles, there are much cheaper hotels listed.

Parking (rates as of Dec 2015): 
Marriott valet parking: about $20/day (60% off regular rate) for first 100 spaces sold.
Gateway Garage: 1540 Spring St. (3/5 mile from Marriott, 1 block from Sheraton Hotel), about $5/day Sat & Sun, $20/day other days. 
925 Walnut Street: 2/5 mile from Marriott, about $10/day Sat & Sun, $15/day other days.
