RATINGS USED FOR FOREIGN PLAYERS
IN CONTINENTAL CHESS ASSOCIATION EVENTS:

Foreign player rating rule: usually 100 pts added to FIDE, 100 to FQE, 200 or more to most foreign, no pts added to CFC or Jamaica.  Most foreign ratings other than CFC, FQE or Jamaica not accepted for U2000 or below. Highest of multiple ratings usually used. Players who fail to disclose foreign or FIDE ratings may be expelled.


Definition of a foreign player for purposes of this rule:

A) A player who is listed with FIDE as representing a federation other than the US and lacks an established USCF rating (26 or more games) is considered a foreign player.

B) A player who is listed with FIDE as representing a federation other than the US and has an established USCF rating (26 or more games) may or may not be considered a foreign player, at the discretion of the tournament director.

C) A player who has no FIDE rating, has a foreign national rating, and lacks an established USCF rating (26 or more games) is considered a foreign player.

D) A player who has no FIDE rating, has a foreign national rating, and has an established USCF rating (26 or more games) may or may not be considered a foreign player, at the discretion of the tournament director.

In cases involving the director's discretion, the following factors are among those that may be considered: 1) The number of games on which the player's rating(s) are based, 2) The number of recent games on which the player's rating(s) are based, 3) The current and past residence of the player.  The decision of the director regarding which rating to use is final.
